I have taught and observed in several different school districts in NJ. I t is my opinion, that Silver Bay Elementary needs more emphasis on their academics. No homework in first grade? Other districts begin some sort of review homework in kindergarten. Take a look at the most recent test scores to understand that there should be a change. There should also be a focus on social/emotional development. The majority of schools (including pre-schools) are strongly implementing this. Although the staff is warm and loving to their students, which is definitely a plus, stronger academics and reinforcement are definitely needed.
